Message from Ann Loikow regarding National Capital Planning Commission hearing and Zoning Commission meeting

May 29, 2001

The National Capital Planning Commission amended the Federal Environment Element May 3, 2001 to contain a section on "Radiofrequency Radiation and Electromagnetic Fields." Please call Jim Russell a the NCPC to get a hard copy (202-482-7248). The Environment Element is on the web as a PDF document at

 www.ncpc.gov/planning_init/Final%20Fed%20Environment.pdf.

See pages 11, 16-17, 20-21, 31-33, 48, 53-55.

The NCPC is also revising their "Guidelines and Submission Requirements to Antennas on Federal Property in the National Capital Region." Call 202-482-7231 for a copy. During a 60-day public comment period, which closes on July 23, 2001, the NCPC is circulating its revised Guidelines. The NCPC will hold a public meeting at its offices (401 9th Street, NW, North Lobby, Suite 500) on Wednesday, June 27 at 3:00 p.m. to hear public comments about the draft document. Please sign up to comment by calling 202-482-7200. You can also register in person before the start of the meeting. Each testifier will be limited to five minutes. Written comments should be sent to Ms. Susan Hinton, National Capital Planning Commission, 401 9th Street, NW, North Lobby, Suite 500, Washington, DC 20576. A PDF of the draft document is posted at

www.ncpc.gov/info/Antenna%20Guidelines&Submission%20Req.pdf.

It is important that a lot of people come. We all made a great difference in how the Federal Environment Element turned out. In fact, at the meeting at which the Element was approved, staff told the Commission that about 80% of the comments were on the EMF section.

Jennifer Steingasser of the Office of Planning is also looking at what comments were submitted to the NCPC in terms of what she is doing for the Zoning Commission. For those of you who are interested, she is chairing an advisory committee to the Zoning Commission. Several of us attended the initial meeting May 23. The next meeting should be June 13. I will let you know when it is definitely scheduled. She is trying to get someone from the FCC to come and explain their regulations and authority.
